In active response to the national "Belt and Road" initiative, implementing the strategic deployment of vocational education "going global," and serving international production capacity cooperation and regional food security, from July 28 to 31, Zhang Yue, Deputy Secretary of the Party Committee of our university, led a delegation to Kazakhstan for a special inspection and exchange. This visit focused on international cooperation in the field of grain, oil, and food, aiming to explore new pathways for cultivating high-level technical and skilled talents, and contributing vocational education strength to building a closer China-Central Asia community with a shared future.

Deepening Inter-University Cooperation to Forge a New Platform for International Collaboration

The delegation visited Kazakhstani universities such as Al-Farabi Kazakh National University, Eurasian National University, Astana International University, and Almaty University of Finance and Economics, thoroughly examining the characteristics of Kazakhstan’s current vocational education system and the foundation for international cooperation. Centering on key issues such as high-level faculty exchanges and joint teaching research, student exchanges and joint training, transnational research project collaboration, and regular long-term academic exchange mechanisms, the two sides held fruitful discussions. They reached important consensus in multiple areas, including jointly establishing a China-Kazakhstan Grain, Oil, and Food Technology Teacher Training Base, collaboratively carrying out skill training projects in grain processing and storage and food quality inspection, and initiating transnational research project cooperation.

Empowering "Going Global" Enterprises to Explore New Paradigms for Overseas School-Enterprise Cooperation

To better serve the development of Chinese enterprises in Kazakhstan, precisely address overseas development needs, and deepen cooperation with enterprises, the delegation specially conducted an on-site inspection of Xi’an Aiju Group’s agricultural product logistics and processing park in Kazakhstan, gaining an in-depth understanding of the technical and talent needs faced by the enterprise’s development in Kazakhstan. Based on a solid foundation of prior cooperation, the two parties officially signed a school-enterprise overseas collaborative development agreement. In the future, they will establish training bases the enterprise’s overseas park, conduct "order-based" skill training, jointly develop a curriculum system for food security and supply chains that meets local needs in Kazakhstan, and explore a new "university-enterprise-university" collaborative education model to better meet the enterprise’s localization talent needs and promote the implementation of Chinese technical standards.

Actively Seeking Policy Support to Ensure Project Implementation

The delegation visited the Consulate General of the People’s Republic of China in Almaty and the Embassy of the People’s Republic of China in Kazakhstan. Zhang Yue provided detailed reports to the embassy and consulate leaders on the substantial progress and cooperation plans achieved in inter-university cooperation and school-enterprise collaboration during this visit. The embassy and consulate leaders highly praised and fully affirmed our university’s active service to the "Belt and Road" construction and proactive exploration of the "Chinese + Vocational Skills" international development model. They noted that our university’s international cooperation in the grain, oil, and food fields highly aligns with the important consensus reached by the leaders of China and Kazakhstan on strengthening educational cooperation and talent cultivation, and meets the national strategic requirements of promoting the internationalization of vocational education and serving international production capacity cooperation. The embassy and consulate will actively coordinate resources from all parties to provide solid policy guidance and necessary diplomatic support for the implementation of the projects, ensuring stable and long-term cooperation.

This visit to Kazakhstan was a complete success, achieving significant results. It precisely addressed the needs of national strategy, regional industrial development, and overseas talent demands of enterprises, efficiently connected high-quality educational resources in Kazakhstan with the professional advantages of our university, activated the potential for overseas school-enterprise cooperation, substantively expanded high-level and broad-ranging international cooperation platforms in grain, oil, and food professions, and laid a solid foundation for cultivating high-quality talents proficient in international rules, advanced technologies, and possessing a global perspective in grain, oil, and food technology. This strongly serves China-Kazakhstan production capacity cooperation and regional food security. In the future, the university will continue to deepen industry-education integration under the "Belt and Road" framework, striving to create a new benchmark for international cooperation in this field.
